A practical answer
Two quotations for a laser cutting machine cannot be compared by the total price, source power, or number of PDF lines. First put them into one structure: the same production task, the same required functions, and separate columns for what is included, excluded, needs clarification, or depends on the site. Only then does the price become meaningful.
The different-configurations trap appears when two machines have similar names but differ in format, automation, safeguarding concept, software, process-preparation systems, extraction, installation conditions, training, warranty, and service boundaries. Manufacturers offer complete systems rather than an abstract “laser”, so the comparison should cover the whole route from sheet to finished part, as described by TRUMPF and Bystronic.
Step 1. Define one task for both suppliers
Do not start with the quotations. Start with a short “comparison input” document: representative product mix, materials, thicknesses, sheet formats, volumes, critical parts, edge requirements, planned operating pattern, site constraints, and future scenarios in a separate block. If two suppliers calculate different parts or different conditions, it is not their solutions that are being compared, but two different tasks.
This document does not need to become a complex tender. Its purpose is to make assumptions visible. It can be based on ART-031: what product-mix data to collect. In particular, the bed format should be linked to actual sheets and parts, not to a wish for a larger machine; see ART-032.
Step 2. Build a normalized matrix
Create one table in which every row is a separate element of the solution and the columns are “Quotation A”, “Quotation B”, “required / preferred / option”, “document source”, and “question”. Do not copy marketing wording wholesale. Rewrite it as verifiable items: model, format, feeding system, software list, exactly what commissioning includes, warranty limits, and work that remains on the customer’s side.
### Minimum matrix-row structure
Use the same fields for each row: field or module, company requirement, status in Quotation A, status in Quotation B, evidence, and person responsible for clarification. A status must be only one of four: “included”, “option”, “provided by the site”, or “not defined”. These statuses do not rate the solution; they prevent a missing item from being concealed behind the word “provided”.
For example, do not fill the “process-products removal system” row with “extraction is present”. The evidence column needs an exact specification item, drawing, or written clarification; the status must show whether the system is included, merely requires a site connection, or has an undefined scope. For a software module, evidence is the licence name and function description, not a screenshot from a third-party catalogue. For training, it is a separate list of subjects, duration, and participants if the quotation supplies one.
The matrix therefore does not turn into a long wish list. It lets the team see critical unknowns in five minutes: for example, a machine is included but there is no evidence that the required software is included; or installation is called “turnkey” but the boundary of site work is not defined. Rows with “not defined” must not receive a zero cost or be assumed included.
Where needed, add the quotation revision date to the row. This is necessary when a supplier sends clarifications: evidence must be attached to the current specification, not correspondence that no longer matches the final document.

Step 3. Separate “included”, “option”, and “customer site”
Most misunderstandings arise not from deliberate error but from unclear boundaries. A quotation may say that a system is “prepared for automation”, “has an interface”, “supports” a function, or “can be equipped with” it. That is not the same as a function that is supplied, installed, started up, and accepted on site. In the matrix, such wording belongs in the “needs clarification” column.
List site conditions separately: electricity, gases, compressed air, foundation or floor, ventilation, space, lifting work, network, and personnel preparation. Do not set these parameters yourself from general articles. Obtain the requirements for the specific model and define who provides each item. The equipment must likewise be separated from the production premises: the supplier may offer one while the customer is responsible for the other.
Step 4. Compare scenarios rather than catalogue promises
Ask both suppliers to consider the same small sample of parts and explain their evaluation method. It is useful to request a nesting plan, list of assumptions, responsibility boundaries, and a description of what is not included. But do not demand “guaranteed throughput” without actual material, geometry, maintenance, and operating conditions. Production output depends on far more factors than the source’s nominal characteristic.
If a test is needed, agree the samples, material, evaluation criteria, result-recording method, and test status in advance. A test shows how one particular sample behaves under agreed conditions; it is not universal evidence for the entire future product mix. That is why the matrix needs a row for “confirmed by test” and another for “not yet verified”.
Step 5. Treat safety and service as supply components
The comparison must not bypass safety. Ask for the safeguarding concept and requirements for placement, ventilation, training, and maintenance. The enclosure type alone does not answer these questions: ART-034: open or enclosed laser machine explains why the documentation for the proposed system itself is needed. An employer must maintain work equipment properly and manage risks; HSE publishes general approaches.
For service, do not stop at “is there a service department?”. Clarify which documentation will be handed over, how a request is opened, which work is covered by warranty, what counts as a consumable, how preventive maintenance is planned, what an operator may do within the instructions, and what a qualified specialist performs. Do not request or accept unauthorised technical intervention merely to obtain a formally lower ownership cost.
Step 6. Build a full cost, not only a starting cost
The total invoice price matters, but it must be decomposed for a decision. The matrix separates the cost of the base machine, additional modules, software, delivery, installation, site work, training, initial consumable reserve, service conditions, and every payment expressly stated. If an item is not costed, do not enter zero: mark it “not included”, “not defined”, or “requires a separate quotation”.
Not every item must be purchased from the supplier, but every item must be visible. Otherwise the cheapest quotation wins only because part of the mandatory cost has moved to another budget. Likewise, uncertain delivery dates cannot be added to fixed ones and called a single project duration.
Step 7. Record the decision and open questions
After completing the matrix, do not try to create an illusion of precision with one score. It is better to state separately: required conditions met or not met; comparable options; commercial differences; technical risks; questions without evidence; person responsible for clarification; and reply deadline. The decision can be “choose A”, “choose B”, “request clarification”, or “run an additional test”. All four outcomes are normal when based on data.
This format also disciplines final acceptance. What was critical in the commercial matrix — model, configuration, documentation, agreed criteria — must be carried into the applicable contract and acceptance documents after legal review. How to read wording that sounds convincing but fixes nothing
Commercial materials often contain words such as “modern”, “high-performance”, “fully automated”, “turnkey”, “European level”, “service support”, or “ready for integration”. They are not errors by themselves, but they must not remain in the matrix as evidence. For each phrase ask a clarifying question: which exact function, what is included in it, is it in the price, who performs the work, which document confirms it, under what conditions does it work, and what is excluded?
For example, “turnkey” may mean only delivery and basic start-up, or it may include connection, site preparation, training, acceptance, and documentation — these are different scopes. “Automation” may be an installed system, an option, interface readiness, or simply the possibility of a later retrofit. A “warranty” without a term, responsibility boundary, and exclusions does not allow risks to be compared. A sound quotation does not fear precise clarification.
Roles inside the company
The matrix should not be completed by one manager isolated from production. A process engineer or responsible process owner confirms the product mix and part criteria; production assesses material flow and shifts; the maintenance function assesses the site and upkeep; occupational safety assesses safety organisation; finance assesses payment structure and scenarios; procurement assesses commercial conditions and supply. Each sees a different risk that is invisible in the total price.
It is useful to appoint one matrix owner, but not to make that person the only source of conclusions. They must be allowed to return a row to “needs clarification” when no document reference or supplier response exists. This simple rule reduces assumptions in the final decision.
Red flags before signing
Use caution when a supplier does not name the exact model or changes the configuration verbally. It is also time to stop if it is unclear who owns installation boundaries, which software modules are transferred, whether training is included, which documents will be supplied, where lead times are defined, and what changes the price. Another signal is a promise of universal throughput without reference to samples, material, and cycle.
A red flag does not mean automatic rejection of a supplier. It means the decision is not ready to sign. The supplier may provide clarification, a corrected specification, or a reasoned alternative. The important thing is to record changes in writing and update both matrix columns rather than rely on the participants’ memory.
How to work with different currencies and lead times
If quotations use different currencies or payment terms, the comparison needs the exchange-rate date, rate source, and a separate note that this is a calculation assumption, not a fixed price. Lead times should also be separated: manufacturing readiness, logistics, customs clearance, installation, start-up, and training. Do not add them mechanically when some stages run in parallel or depend on site readiness.
The final conclusion should be simple: exactly what the company is buying, under which conditions, which costs and actions remain outside the supply, and what still needs confirmation. If this cannot be answered on one page after the matrix is complete, the comparison is not finished.
Keep the matrix with quotation versions and clarification responses. It creates a shared decision source for procurement, production, and subsequent acceptance.
After any material row changes — model, format, software module, lead time, installation boundary, or price — update the matrix. Only then does the final choice remain tied to the current quotation revision rather than an early presentation or verbal agreement.

What cannot be determined without data
Without one identical input-data pack, the throughput or suitability of two systems cannot be compared fairly. Without a complete specification, it cannot be determined whether the configurations are the same. Without specific manufacturer requirements and a site plan, the scope of installation work, infrastructure, or safe workplace organisation cannot be confirmed. Without commercial terms and exclusions, full cost cannot be compared. Without legal and technical review, this article cannot determine final contractual obligations or acceptance criteria.
