A role is an outcome, not a job title

In a small company, the process engineer may be the project manager, and the mechanic may coordinate service. In a large company, a separate group performs each function. Start with deliverables:

  • accepted site;
  • installed and checked machine;
  • approved risk assessment;
  • trained and assessed operators;
  • working CAM and controlled programs;
  • qualified representative parts;
  • ready quality plan;
  • available materials, gases, consumables and spare parts;
  • scheduled maintenance and an escalation route;
  • secure OT network and backups;
  • confirmed cost calculation and production reporting.

Then assign an accountable owner, contributors, approver and evidence to each deliverable. If responsibility is written as “production/service,” the decision will fall between people.

Startup manager

The project owner manages scope, schedule, dependencies, changes and acceptance gates. They need not be the strongest process engineer, but must understand when a decision requires a specialist and who has authority to make it.

Competencies:

  • read contract scope, layout and the responsibility matrix;
  • maintain action/risk/decision logs;
  • coordinate building, electrical, gas, IT and production work;
  • manage configuration changes;
  • never close a gate without evidence;
  • organize SAT, training and ramp-up;
  • escalate safety or warranty conflicts.

A backup is needed before leave or a business trip: one person must not be the sole holder of contacts, passwords, certificates and deadlines.

Laser cutting process engineer

The process engineer turns the product mix into a controlled process envelope. They own representative parts, materials, gases, quality criteria, parameter libraries, change control and the interface with downstream operations.

Required skills:

  • read drawings and technical requirements;
  • classify material, thickness, coating and surface condition;
  • prepare a test matrix;
  • assess the cut, piercing, thermal effects and downstream suitability;
  • distinguish a program defect from a material, mechanical or auxiliary-system issue;
  • document verified settings without unsafe universal tables;
  • maintain version control and approval of settings;
  • define when the supplier or service team is needed.

The process engineer must not silently change safety settings or service parameters to improve cut quality.

CAM programmer

The CAM role owns geometry, nesting, the postprocessor, time estimates, cutting sequence, marking, versions and program transfer to the machine. Even when the operator creates simple programs, library ownership and the release process must be defined.

Competence evidence is not the number of menus covered, but the ability to:

  • import typical formats and identify geometry defects;
  • apply the correct postprocessor;
  • retain traceability between drawing revision and NC program;
  • check collision/sequence risks within the system's scope;
  • estimate material yield and planned time;
  • release a program through review;
  • restore an approved version;
  • avoid bypassing safety and machine limits.

ART-144 covers parameter-library governance; ART-142 covers plan/actual accuracy of CAM time.

Operator

The operator follows agreed procedures, checks readiness, identifies material, loads/unloads, runs an approved program, checks the first part, responds to alarms and maintains the workplace. They must not also become an informal service engineer.

Assess practically:

  • pre-start inspection;
  • material/job identification;
  • safe handling of sheet and waste;
  • selection of only an authorized program and settings;
  • monitoring of critical process indicators;
  • correct response to alarms, smoke, collision or loss of auxiliaries;
  • stopping and escalation;
  • basic authorized maintenance;
  • recording of events and consumption;
  • handover to the next shift.

HSE states that people who use, supervise or manage work equipment must have adequate training. This is an important principle, but the employer establishes specific authorization based on its own risk assessment and current requirements.

Shift supervisor or dispatcher

This role owns the queue, priorities, resources and the decision to continue work in the presence of a deviation. Without it, the operator receives conflicting urgent jobs from several managers.

Competencies:

  • understand capacity and bottlenecks;
  • check readiness of material, program, gas and the downstream route;
  • manage the frozen window and urgent insertions;
  • avoid running unapproved material;
  • coordinate the maintenance window;
  • manage changeovers and shift handovers;
  • separate production priority from safety decisions.

Quality

The quality owner defines the inspection plan, measuring equipment, first-article approval, sampling, nonconformance route and traceability. They must understand which characteristics the laser creates and which depend on the material or subsequent operations.

Competencies include:

  • interpreting tolerances and surface requirements;
  • choosing a suitable measurement method;
  • controlling calibration;
  • MSA where needed;
  • accept/rework/scrap criteria;
  • linking defects to program/material/batch;
  • retaining SAT and ramp-up evidence;
  • documenting deviations only through an authorized party.

The operator may perform measurements, but quality criteria and the response to systematic nonconformity must have an independent owner.

EHS and laser safety

The EHS function coordinates workplace risk assessment, access control, PPE, signs, ventilation, fire scenarios, training requirements, emergency procedures and management of change. For a laser processing machine, ISO 11553-1 describes laser-radiation hazards and requirements for manufacturer information, while ISO 12100 describes the risk-assessment methodology.

This does not mean one person must be called a Laser Safety Officer in every jurisdiction. Local requirements and equipment classification must be checked. Functions that must not be omitted:

  • obtain and understand manufacturer safety information;
  • define boundaries of normal operation, service and foreseeable misuse;
  • check guards/interlocks and workplace interfaces;
  • approve contractor access;
  • conduct emergency drills;
  • control fumes, noise, fire and material hazards;
  • prevent production from overriding a safety blocker.

Electrician and infrastructure engineer

These roles accept power supply, grounding, chiller, compressed air, gases, extraction, HVAC and building interfaces within their competence. They work from the design, manual and measurements, not an installer's verbal instruction.

Required:

  • reading single-line diagrams, layouts and P&IDs;
  • lockout/isolation procedures;
  • checking protective devices and supply condition;
  • commissioning auxiliaries under load;
  • parameter baseline;
  • change log;
  • separation of customer and vendor scope;
  • safe escalation of deviations.

They must not modify machine electrical equipment without agreement on responsibility, documentation and the effect on warranty/conformity.

Mechanic and service coordinator

The maintenance function plans preventive tasks, inspections, lubrication, filters, cleaning, spare parts, service tickets and recovery. HSE emphasizes that maintenance must be planned and performed safely, with records kept up to date.

Competencies:

  • distinguish operator maintenance from restricted service work;
  • work with the manual and serial-number-specific configuration;
  • isolate energy sources correctly;
  • assemble a symptom package without unsafe intervention;
  • maintain parts/alarm/action history;
  • control special tools;
  • plan inventory by lead time;
  • check the machine after work within the agreed scope.

The service coordinator knows whom to call, which data to provide, who authorizes remote access and who decides on a production hold.

IT/OT and data

A laser cell has an industrial PC, network connections, backups, licenses, user accounts and remote support. NIST SP 800-82 emphasizes that OT security must account for performance, reliability and safety.

The IT/OT owner is responsible for:

  • asset inventory;
  • network segmentation;
  • accounts and least privilege;
  • vendor-access control;
  • configuration and program backup/restore;
  • time, logging and retention;
  • change/patch coordination with the manufacturer;
  • incident response without an unsafe shutdown;
  • the boundary between ERP/MES and machine control.

ART-163 examines remote access in detail. The operator must not hand out permanent passwords to the supplier.

Material and waste logistics

The material owner ensures correct sheet, batch, certificate, location, storage, handling and return of usable remnants. They also manage skeletons, scrap, dust and consumables waste under agreed rules.

Skills are needed in safe lifting, material identification, FIFO/FEFO where applicable, separation of incompatible materials, surface-damage control and traceability. A material error may look like a process defect and undermine the parameter library.

Finance and management accounting

The finance function creates cost centers, capitalization and expense rules, the cash plan, inventory valuation, labor rates and TCO baseline. It must receive physical drivers: kWh, gas, sheet, productive hours, scrap and service events.

ART-150 covers checking order margins, and ART-165 covers five-year TCO. Startup needs not perfect calculations, but stable IDs and plan/actual collection rules so the model can be corrected after a month.

Supplier and external competent parties

The manufacturer, dealer, installation crew, ventilation designer, gas contractor and safety assessor each have their own scope. The internal team must not assume that the supplier is automatically responsible for the entire cell.

For each external party, record deliverables, required inputs, acceptance, warranty boundary, documentation, training, availability and escalation. An engineer's presence at SAT does not replace internal ownership after they leave.

Competence matrix

Recommended levels:

A level is not a professional grade or legal authorization. It is only an internal way to identify gaps. For each task, specify the required level, current level, assessor, evidence, expiry/review date and restrictions.

Training must end with demonstration

A balanced program includes theory, supervised practice, abnormal scenarios, assessment and follow-up. Check not only normal startup but responses to loss of gas, an extraction alarm, incorrect material, network loss, damaged geometry and the need to stop work.

HSE states that competence depends on knowledge and experience, and training must suit the task. Practical assessment is conducted by someone who understands the process, risks and safe working practices. An operator's self-sign-off is not independent verification.

After an interruption, software change, new material, automation modification or incident, reassessment within a defined scope is needed.

Adapt job titles. What matters is that one accountable owner is not simultaneously the only performer and sole reviewer at a safety-critical gate.

Backup coverage and team resilience

Critical functions need backup: shift operator, CAM release, process approval, safe isolation, service escalation, network access and quality disposition. If only one person knows the password, postprocessor or gas-ordering procedure, the cell has a single point of failure.

Create a coverage map for normal shifts, night shifts, weekends, absences and emergencies. A backup need not have the same level for all tasks, but must know how to place work on safe hold and escalate. Do not let someone exceed approved scope simply because the expert is unavailable.

Daily readiness board during ramp-up

During the first weeks, the team must see one startup status. On a concise board, record machine availability, approved materials/programs, open deviations, quality holds, training restrictions, critical-material stocks, service events and shift decisions. The board does not replace official logs; it shows what is allowed today.

Every deviation has an owner, due date, temporary control and release authority. If the operator finds a recurring defect, they stop the agreed scope and pass evidence to the process engineer and quality, rather than changing settings at random. When maintenance finishes work, production release follows the defined checks, not a verbal “ready.”

Hold a ten-minute cross-functional review at the start of the shift while the system is unstable. Discuss only facts, blockers and decisions; technical investigations proceed separately. Once performance stabilizes, the frequency can be reduced.

Signs of readiness for production operation

The scheduled end of training is not a release gate. The team is ready when roles are covered on every shift, operators demonstrate approved tasks, programs have version control, quality accepts representative parts, maintenance and OT can restore the baseline, and open safety deviations are either absent or formally block the affected scope.

Retain evidence: observation sheets, test records, training content, restrictions, backup coverage and signed release. Do not turn evidence into excessive bureaucracy, but do not leave critical knowledge purely verbal either.

Typical mistakes

  • hiring the operator after installation;
  • treating a training certificate as full competence;
  • failing to assign a parameter-library owner;
  • mixing production pressure with safety approval;
  • allowing an operator to perform restricted repairs;
  • having no quality owner for the first part;
  • leaving IT/OT until the day remote support is needed;
  • omitting material logistics and waste;
  • failing to budget team time;
  • not assessing the second shift;
  • having a single holder of passwords and contacts;
  • failing to review competence after a process change.

Conclusion

A ready team is not a list of names after training, but a system of outcome owners, confirmed competencies, authority boundaries and backup coverage. The operator manages the agreed process; process engineering and CAM manage its data; EHS and engineers manage safe conditions; quality manages evidence of suitability; maintenance and OT manage recoverability; and the startup manager manages shared gates. When these functions are defined before installation, startup depends less on improvisation.
